Requirements:

Requires a Bachelor's degree in computer science or related field supplemented by five years of progressively responsible professional information technology management experience, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Must possess a valid state driver's license.
Ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (up to 25 pounds).
Requires the ability to evaluate, audit, deduce and/or assess data using established criteria.
Requires the ability of speaking and/or signaling people to convey or exchange information.
Requires good speaking skills for giving assignments and/or directions to subordinates and receiving assignments and/or direction from supervisor.
Requires the ability to read a variety of budget documents, specifications, technical reports, computer documentation, correspondence, etc. Requires the ability to prepare budget documents, contracts, correspondence, and other technical and administrative documents.
Requires the ability to inspect items for proper length, width, and shape.
Ability to manage office machinery and office equipment.

Job Description:

Supervises, directs and evaluates assigned staff.
Manages and directs departmental activities and functions; establishes departmental goals and objectives; designs and implements departmental policies and procedures; performs strategic planning for the department. Works with other City departments in the development of their strategic and budgetary planning of technology acquisition and implementation.
Develops long- and short-range plans for the acquisition and utilization of information technologies, communication technologies, and computerized information systems.
Evaluates technological changes and recommends system enhancement and upgrades as appropriate; directs the evaluation of technological needs within City departments.
Acts as the liaison between the City and other local, County, regional, State, and Federal agencies, NGO's and utilities on matters of technology and Geographic Information Systems.
Manages the SCADA system.
Directs the management of the City's Geographical Information System, including databases, and acquisition of new data; supervises the dissemination of that information to users within City government and to the public.
Oversees the development of computer programs in various languages to enhance network capabilities and to meet departmental and City needs.
Provides professional technical support to users of computer networks.
Manages the City's data infrastructure.
Is responsible for the City's web sites, internal and external.
Supervises and directs the programming of interactive voice response (IVR) applications for improved service levels to the public.
Manages standard configurations across the network.
Ensures all efforts are made to keep the City's computer systems operational and that response to trouble calls in handled as quickly as possible to minimize down time.
Coordinates with independent consultants on special projects.
Prepares and administers operating and capital budgets for the information Services department.
Works with other departments on capital budget requests.
Studies industry-related publications and attends seminars and conferences to stay abreast of lasts technologies and trends.
Receives reviews and prepares a variety of technical and administrative records, reports and correspondence.
