Requirements:

Requires an Associate’s Degree or specialized courses/training equivalent to the satisfactory completion of two years of college in property appraisal and real estate.

Requires two years of experience in property appraisal and real estate OR an equivalent combination of education, training, and experience.

Special Certifications and Licenses:

South Carolina Real Estate Appraisers License.

Job Description:

Performs appraisals and mass appraisals of residential and non-complex multi-family properties for ad valorem tax purposes.

Inspects, appraises, and evaluates improved and unimproved land/lots and new construction. Measures and sketches new improvements, performs property splits/combinations and value allocations, as well as examines properties every five years for reassessment, as denoted in the SC Code of Laws.

Receives and responds to public inquiries and complaints regarding property taxes, appraisals, and assessments.

Inspects and values new improvements found while working permits.

Processes current tax year appeals from property owners.

Additional Duties:

Keeps accurate and up-to-date property records.

Enters appraisal results and other information into the computer.

Processes agricultural use value requests, property combination reports, and property splits.

Works with state and local agencies for damage assessments.

Conforms to Title 12 Taxation of the SC Code of Laws and requirements/opinions given in USPAP.

Assists taxpayers in understanding complex tax laws and procedures.

Analyzes building practices and quality of construction for residential improvements

Stays current on city and county ordinances as well as zoning and their effect on the value

Assists and interviews the public by telephone and in person concerning the information regarding appeals, plats, ownership, assessments, taxes, records, exemptions, sales information, and details about their property or any other items.
