Requirements:

A high school diploma and two (2) years of experience that is directly related to the area of employment; or an approved acceptable equivalence in accordance with State Human Resources Regulations.

A valid Motor Vehicle Operator's License.

Job Description:

Performs visual on site utility repair/construction inspections to ensure proper procedures are being adhered to. This includes proper placement of construction signs (proper signs and proper spacing) and appropriate flag man. Ensures utility lines are placed according to DOT utility manual. This includes proper depth, compaction, and ensures asphalt or concrete is placed to specifications. Ensures ditches and shoulders are constructed back to typical section before grass has been resewn. Upon daily inspection of projects, notify contractor or utility company of any area not meeting specifications and advise of proper time table to be repaired. All correspondence between utility technician and contractor or utility company should be documented. Processes encroachment permits as they are received. Receives encroachment permits and expedites processing by reviewing all applications to ensure accuracy and definition for all work indicated on permits. Ensures right-of-way information is correct and all other data is correct before forwarding application along with recommendation to Resident Maintenance Engineer. If information on application is incorrect or more information is necessary, return to applicant promptly so process can be expedited. Logs permits into HMMS and keeps accurate records of all approved permits. Keeps daily diaries on all projects to include inspection dates and noted deficiencies, follow up inspections and completion of repairs. Documents all correspondence between SCDOT and utility companies and contractors. Assists Resident Maintenance Engineer and Assistant Resident Engineer in special projects by researching right-of-way, locating property owners and gathering field data and other miscellaneous items as required. Attends all preconstruction conferences for large permits involving multiple locations or when advised by utility company of meetings. Reports findings or problems encountered to Resident. Performs other related duties as necessary.
