Minimum and Additional Requirements

State Minimum Requirements: Some positions require the possession of a valid driver's license. Some positions require the successful completion of specialized courses in health physics or certification as a health physicist. A high school diploma and experience in environmental health programs or radiological health. A bachelor's degree in the natural or physical sciences, mathematics, public health, engineering or a related technical field may be substituted for the required work experience.

Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

Agency Additional Requirements: A master’s degree in the natural or physical sciences or related technical field; or a bachelor’s degree in the natural or physical sciences or related technical field and one year of environmental health or related experience; or an associate degree in the natural or physical sciences or related technical field and three years of environmental health or related experience; or high school diploma and five years of environmental health or related experience.

Must be able to read, comprehend and appropriately apply statutory and regulatory requirements pertaining to potential violations. Must be able to follow detailed procedures and policies. Must be able to speak and write in a clear and concise manner. Must have experience and proficiency with Microsoft Office Word and Excel. Under limited supervision, must be able to plan, organize, and make appropriate decisions on work assigned by the Section Manager. Must be able to manage multiple projects in an effective and timely manner. Must be able to work independently and on teams. Must have excellent organizational and communication skills. Must be able to make presentations in a group setting; communicate clearly and concisely in both oral and written manner; work effectively in a team-oriented environment; access non-traditional work environments; climb ladders, stoop, lift and carry up to 50 pounds.

Preferred Qualifications

Applicant should have a working knowledge of SCDHEC solid waste regulatory compliance procedures and requirements. Applicant should have a demonstrated history of conducting environmental regulatory inspections. Applicant should have a demonstrated history of conducting training for others in areas dealing with environmental regulatory requirements. Applicant should be able to speak confidently in public presentations.

DRIVING RECORD: If this position requires the applicant to possess a valid driver’s license to operate a state vehicle or personal vehicle, any applicant being considered in the final stages of selection for the position will be required to provide a certified copy of a 10-year driving record.

Under limited supervision, plan, coordinate and perform advanced technical duties in solid waste field activities to detect, evaluate, abate, and control environmental quality. Oversee compliance programs in the Solid Waste Compliance Section. Coordinate inspections of solid waste management facilities to ensure consistency in compliance and enforcement of the Solid Waste Policy and Management Act and state solid waste management regulations. Conduct training for solid waste inspectors in the field and in classroom settings. Coordinate and conduct compliance reviews of permitted solid waste management facilities. Process and issue waste tire hauler registrations.
